2012 Action Plan of All Political Parties: Education, Culture and Science Field
The Parliamentary Election of 2012 is scheduled to be carried out on June 28th from 7 am to 8 pm. Due to the election, 11 political parties and two coalitions delivered related documents and action plans for the election to the General Election Commission. After receiving their certificates to run in the 2012 Parliamentary Election, political parties and coalitions started to advertise election publicities.
In our previous two issues, the UB Post introduced to our readers the Action Plan of the political parties in the Labor and Social Welfare Field and the Health Field.
Today UB Post is introducing the 2012 Parliamentary Election Action Plans for Education, Culture and Science Field of the Mongolian People’s Party, Democratic Party, Civil Will Green Party and the Justice Coalition merge of the Mongolian People’s Revolutionary Party and Mongolian National Democratic Party.
The Action Plans of the political Parties are divided into parts such as Labor and Social Welfare, Health, Education Culture and Science, Environment and Ecology, Economy and other departments which include foreign policy, defense policy so on.
Action plan in Education, Culture and Science Field
Mongolian People’s Party
1. Enhance the quality of the preschool education shaping it to the standard of the world developed countries and introduce Cambridge education system in the general education curriculum.
2. Implement a policy to bring up children to grow up as patriots, as people who respect independence, and love nature and the environment from early childhood and develop them as self confident, enthusiastic and creative citizens.
3. Cover all children in preschool education and expand the range and number of infant schools and health recreation centers.
4. Provide children with high quality food, schooling tools and build schools that will meet the requirements.
5. Provide all schools with the internet access and implement a program “Cyber School-Cyber Education” in all schools and universities.
6. Support secondary school students to choose their professions which suit their interests and talent.
7. Renovate technological equipment, laboratories and sports complexes of our schools.
8. Create a green environment in the outside grounds of the schools and kindergartens.
9. Provide all secondary school students with workbooks.
10. Shape the concept of teacher training and technology methods to the world standard.
11. Improve the teaching skills of the teachers and increase the teachers’ labor value.
12. Enhance vocational education and training quality.
13. In the context of vocational education and training - establish social partnerships and create managing mechanisms among various sectors. Train around 15 thousand vocational workers.
14. Renovate the techniques and technology of vocational education institutions and improve the dormitories and practice fields of the students.
15. Increase the stipend of students of vocational education training centers.
16. Enhance the quality of the higher education.
17. Support students in provinces to study abroad in universities.
18. Establish a branch of a top global college and university in Mongolia.
19. Start the construction of a University Campus to be built in Baganuur district.
20. Implement a program to improve the English of university teachers. Double the financing in the research and project work of university teachers.
21. Implement a project in support of students to obtain part time jobs. Make science, technology and innovation within development which competitive at the world level.
22. Develop a science and technology park, introduce new technologies and support government-science- business collaboration.
23. Increase the value of intellectual creation and property.
24. Provide specialized professional researchers trained in developed countries in the working conditions in Mongolia.
25. Implement a program to train and educate science and technology sector researchers and upgrade their skills.
26. Implement a national program to develop Mongolian studies.
27. Develop space science in Mongolia, obtain a national satellite. Respect the national arts and culture, and preserve cultural heritage.
28. Adhere to a policy to nurture the young generation to become patriots, citizens with humanity and to enlighten them.
29. Implement a program to train human resources specialized in the art and cultural sector overseas.
30. Protect cultural solid and non solid heritages, advertise and introduce them to the world, put them on the global market.
31. Build a new laboratory that will carry out arts heritage research and analysis of the unique Mongolian national culture to the world. Create new intelligence.
32. Expand the access of residents of provinces for arts and cultural services. Introduce by long-distance nomadic arts and cultural services.
33. Build a professional arts theatre, national public library and museum buildings that will meet the world standards.
34. The state will support and finance making historical movies.
35. Organize world events, exhibits and festivals in Mongolia.
36. Develop the national culture along with the world’s best culture and protect the national arts and culture.
37. The state will support the artists and organizations making significant contributions in the development of traditional arts.
Democratic Party
1. Increase and expand the number of schools and kindergartens. Create a convenient environment to study and to be nurtured.
2. Implement a program - Right Mongolian Child - directed to shape public-spirited citizens with morality.
3. Develop cooperation between parents and teachers of kindergartens and school administrations.
4. Expand preschool education by establishing gers in kindergartens.
5. Improve the quality of food given for the lunch of pupils in scope of the program Lunch, by providing a high quality meal that supports health and child growth.
6. Extend the operation of public catering at the universities. Create conditions to provide students with a high quality meal.
7. Improve the environment and condition of the toilets and bathrooms of the schools, kindergartens and universities. Provide dormitories with the wireless internet and create fully equipped halls and libraries in dormitories.
8. Create an internet network devoted to teachers to interchange experience and teaching methods.
9. Implement a project – Teacher- to grant teachers an opportunity to live well and buy apartments by evaluating their labor fairly.
10. Support teachers who work in remote provinces and areas.
11. Comply with vocational education and the operations of training organizations with market demand and provide graduates with job vacancies after the graduation.
12. Decrease the number of poor quality universities that don’t meet the requirements. Introduce an educational system that trains people for high demand professions.
13. Intensify the construction work of the University Campus.
14. Support students who are studying well with a greater focus on training teachers, doctors and engineers.
15. Introduce Mongolian arts and culture to the world, increase the influence of Mongolian arts and culture, and prove its uniqueness.
16. Respect the history of the Mongolian nationality and the culture and tradition of the nation’s minority equally and develop them.
17. Create a fair and free market competition with the arts and culture sector and invest in equal participation of families and citizens in cultural events.
18. Keep the creator of the cultural values and heirs to solid cultural value under State protection.
19. Renovate the buildings of museums and theatres.
20. Develop the legal environment to keep and preserve historical, paleontological and archaeological findings by registering them in the compound registration.
21. Call on disabled people to participate in cultural events actively and support their talent and hard work.
22. Establish the world’s Mongol culture studies center and specific investment to be made by the government to the further operation of the center.
Civil Will Green Party
1. Introduce a program about national tradition and cultural preservation to the secondary school education system.
2. Establish A Teacher’s Fund in order to improve the living standards of teachers and support the creation of human resources to teach in the provinces.
3. Create a legal environment that supports investment of the private sector in education.
4. Establish the foundation for human resources to be in high demand from the Mongolian market.
5. Develop the country’s social and economic development by founding the sector’s scientific risk research.
6. Bring intellectual labor evaluations to a world standard and improve working and living conditions of scientists by investing in science and technology human resources.
Justice Coalition (MPRP + MNDP)
1. Act out the package policy that will develop the national language, traditions and culture. Preserve and develop traditional Mongolian civilization.
2. Implement a policy to improve the living, working and education conditions of the generation who are the motivation of Mongolia’s development.
3. Bring the general education system, step by step, to the international diploma standard.
4. Recruit all preschool age children to kindergartens.
5. Increase the enrollment within universities in mining, engineering and technological and vocational professions.
6. Develop a health security program and introduce the standards of developed countries in the health sector. Increase the type and category of the health insurance and make it beneficial to the insurer.
7. Create a legal environment to support the start-up of new businesses initiated by young people.
8. Adhere to a policy to encourage entities to employ newly graduated young people. Have students involved in the creation of the campaign. Grant students with a salary and support students in gaining working experience.
