Verify before you buy: Inadequate electricity and heating in buildings this winter



The third and fourth power plants which are in charge of Ulaanbaatar’s electricity and heating transmission do not have enough capacity for this coming winter. Therefore, they aren’t able to supply electricity and heat to certain offices and apartment buildings which are recently completed or under construction without a special license.

In particular, electricity and heating will not be supplied to new buildings in Zaisan, Bayanzurkh District, and 40 Myangat due to inadequate power for the capital city’s east side . Hence, the “Heating Network” company warns people to verify the building’s special license before buying or renting a new apartment or office space. Last winter, there were a lot of people who suffered a loss upon buying property or renting an office in buildings which were not supplied with electricity and heating.

In order not to repeat this situation, “Heating Network” gave a list of over 300 buildings without this special license to relevant organizations. For instance, the list includes 24 buildings of certain companies in Khan-Uul District such as the office and cargo building of “Hunnu Airlines” of Mac Group, auto garage of “Aero Mongolia,” office building of “Mandakh Invest,” and the eight-storey “Zaisan Complex” building of “Soft Trade.” Moreover, the five-storey “Elegant” apartment building, seven-storey “Ider Bogd” apartment which is still under construction, six-storey apartment of “Manutius,” and nine-storey building in the “Mongol Town Complex” do not have the necessary permission for heating. Other buildings in the list are in the 11th Khoroo, Khan-Uul District which are being built next to the Children’s Prison. Furthermore, there are 34 buildings without this license which were built from 2012 to 2013 in Bayangol District. Those buildings include 10 apartment buildings of individuals and companies, and 20 service buildings. There are also office and apartment buildings of construction companies in the same list such as “Asgat Service,” “Abuka” LLC, “Horse Impex,” “Tumen Zangi,” “Khar Chonot,” “Od Group,” and “Khurd Group.”

Also in the list are the two-storey building of “Gangar Invest” and twelve-storey building of citizen B.Erdenechimeg in Songinokhairkhan District, as well as four 10 to 15-storey apartment buildings in Sukhbaatar District and 22 buildings in Bayanzurkh which are still under construction. Inspectors of the State Specialized Inspection Agency detected that those buildings established electrical and heating connection without legal permission. Therefore, relevant organizations are warning people to check the building’s electricity and heating license before buying or renting an apartment or office.
